Arias, Fábrega & Fábrega represented Telemovil El Salvador, S.A., subsidiary of Millicom International Cellular, in a public bid for the granting of two concessions to provide wireless phone services in Panama.

This process was conducted by the National Authority for Public Services. It entailed a pre-qualification phase in which only three participants were qualified, followed by negotiations between the qualified participants and the Authority to agree on the tender rules as well as the terms of the concession agreement.
